Más rápido que su sombra

La paradoja de Lucky Luke es que disparaba más rápido que su sombra: más deprisa que la luz que la proyectaba. Es una paradoja tremebunda, porque la teoría de la relatividad de Einstein no es una teoría, sino una descripción comprobada y precisa de la realidad. El tiempo en el reloj de un piloto de avión pasa más despacio que el de relojes en tierra, precisamente como la teoría predice. Si volase a la velocidad de la luz, el reloj del piloto se pararía. Y si fuese más deprisa, echaría para atrás. En la teoría de la relatividad, la posibilidad de viajar más rápido que la luz es equivalente a la posibilidad de viajar al pasado. Si esto fuese factible, podría uno matar a su abuela antes de que pariera a mamá.


(..)Aunque preferiría equivocarme, las posibilidades evidentes -que los neutrinos tienen masa, que interaccionan con la Tierra, que el Pentágono introduce aposta errores en el GPS comercial, que un becario descontento falsificó los datos, etcétera- son descartables. En mi opinión, la reacción más razonable al resultado de Opera es preguntarse dónde está el sutil error. En estas ocasiones hay que hacer más experimentos antes de vender la piel del oso. Y mojarse. Si el resultado se comprueba me corto la tiza, como los samuráis quiebran su sable.

•Aunque las economías se están recuperando paulatinamente de las crisis financiera y económica recientes, todavía se resienten las repercusiones ante las nuevas presiones que limitan la capacidad de muchos gobiernos para seguir el ritmo de la recuperación, mientras que los niveles de deudas nacionales y el desempleo continúan elevados.

•En esta nueva geografía del crecimiento, la competencia internacional que representan los nuevos actores está minando el liderazgo de economías más establecidas. Las presiones del medio ambiente son un reto para la sostenibilidad de los modelos de desarrollo. El aumento en la esperanza de vida está provocando una gran tensión en la capacidad de los sistemas de salud para satisfacer las necesidades de una población que está envejeciendo.

•La innovación se considera, cada vez más, crucial para hacer frente de manera efectiva a estos retos. Jugará un papel fundamental para ayudar a las economías a salir del mal momento y encontrar fuentes de crecimiento y competitividad nuevas y sostenibles.

•El informe OECD Science, Technology and Industry Scoreboard 2011 hace un recuento de 50 años de desarrollo de indicadores en la OCDE a fin de estudiar las principales tendencias en materia de conocimiento e innovación en la economía global. Más de 180 indicadores ilustran y analizan las pautas en ciencia, tecnología, innovación y desempeño industrial en los países de la OCDE y otros no miembros importantes (sobre todo Brasil, Federación Rusa, India, Indonesia, República Popular China y Sudáfrica).

Los beneficios de la educación son muy elevados tanto para los individuos como para el conjunto de la sociedad





En España se han reducido muy notablemente las diferencias de partida respecto a la OCDE, que eran muy elevadas hace algunas décadas, siendo el país que ha experimentado una mejoría más notable después de Corea. Además, el estudio evidencia que el beneficio de invertir en educación es muy elevado tanto para los individuos como para la sociedad.

En este sentido, el informe pone de manifiesto el aumento de titulados en Educación Superior en los últimos 50 años en España, ya que hemos pasado del 10 por ciento en 1997 a prácticamente el 40% en 2009. En los últimos 10 años el porcentaje de población adulta con estudios superiores a los obligatorios ha pasado del 35 por ciento en 1999 al 52 por ciento en 2009. Otros datos que avalan este progreso son los titulados en Bachillerato y FP que a mitad de los años 90 era de un 62 por ciento hasta alcanzar un 74 por ciento en 2009.

Según nos muestra el informe, las tasas de desempleo de los españoles con estudios inferiores al Bachillerato o ciclos formativos de Grado Medio es del 21´9 por ciento (13´5 en la OCDE y 11´5 en la UE) mientras que los que tienen estudios universitarios o estudios superiores es del 9 por ciento.

Education: crisis reinforces importance of a good education, says OECD



KEY FINDINGS



Education spending

OECD countries spent 6.1% of their GDP on education in 2008. Between 2000 and 2008, expenditure increased at a faster rate than GDP in 25 of the 32 countries for which data are available (Chart B2.1).
Expenditure per student by tertiary educational institutions increased 14 percentage points on average in OECD countries from 2000 to 2008. Spending per tertiary student fell in 7 of the 30 countries with available data as expenditure did not keep up with expanding enrolments. (Chart B1.6, second chart).
The share of private funding at tertiary level increased in 20 of the 26 countries for which comparable data are available between 2000 and 2008. The share increased by six percentage points, on average, and by more than fifteen percentage points in Portugal, the Slovak Republic and the United Kingdom (Chart B3.3, first part).
Spending on teachers’ salaries in 2009 accounted for an average 63% of current expenditure on primary, secondary and post-secondary non-tertiary education combined in OECD countries (Table B6.2b). Between 2000 and 2009, teachers’ salaries increased in real terms in most countries. The largest increases – of well over 50% – were seen in the Czech Republic, Estonia and Turkey. The only exceptions to this trend were Australia, France, Japan and Switzerland where salaries declined (Table D3.3 and Chart D3.2).



International students



Over the past three decades, the number of international students has risen dramatically, from 800, 000 worldwide in 1975 to 3.7 million in 2009 (Chart in Box C3.1). Australia, the UK, Austria, Switzerland and New Zealand have the highest percentage of international students at tertiary level.
China contributes 18.2% of all international students from non-OECD countries enrolled in the OECD area (not including an additional 1.3% from Hong Kong, China).


Gender equality

Young women are now more likely than men to finish upper secondary education in every OECD country except for Germany and Switzerland.
Women make up the majority of students and graduates in almost all OECD countries and largely dominate in the fields of education, health and welfare, and humanities and arts. Men dominate in engineering, manufacturing and construction (Chart A4.1).

Spain

Spain is among those countries showing the most rapid progress in improving baseline qualifications, but it still lags well behind the average in upper-secondary education…

…with significant consequences for employment among those who do not attain an upper secondary education.

Unemployment is high for all workers. However, among the most educated workers, unemployment rates are below 10% – less than half the unemployment rates among the less educated workers.

Unlike their counterparts elsewhere in the OECD area, Spanish women with upper secondary and tertiary education enjoy better financial returns than men with the same qualifications.

Expenditure per tertiary student increased dramatically between 2000 and 2008, partly because of a decline in the number of tertiary students.

Teachers enjoyed relatively high salaries in 2009, but salary costs per student are also high.

Mr. Cuban believes that change in education will not come as quickly as many predict. He noted that some reformers have been attempting to end summer vacation for decades. “Summer is still here,” he said.





The classrooms that used the laptops the most often were not necessarily the most successful.As schools rely more on laptops and mobile devices, it is crucial to determine when students benefit from the presence of the computers and when teachers should put them away, he said.

Focus on learning with technology, not about technology.
Emphasize content and pedagogy, and not just hardware.
Give special attention to professional development.
Engage in realistic budgeting.
Ensure equitable, universal access.
